Position Overview
The Cost Estimator will play a key role in supporting the Hillview Reservoir Project by developing accurate, independent cost estimates for construction design and field change orders. This individual will lead cost negotiations, review contractor documentation, and ensure that all change order and payment requisition processes meet contractual and industry standards. This is a mid-level, hands-on role ideal for a detail-oriented professional who can independently analyze drawings, develop comprehensive cost breakdowns, and support project financial integrity with precision and accountability.
Key Responsibilities
- Lead the preparation of independent cost estimates for design and field change orders, including quantity takeoffs, pricing, and verification of vendor proposals.
- Review and evaluate contractor cost proposals using estimating software, subcontractor pricing, and historical data to support fair and accurate negotiations.
- Develop and document Authorized Cost Breakdown Spreadsheets and Negotiation Memos for approved change orders.
- Review time and material records and contractor cost documentation for inclusion in monthly payment requisitions.
- Prepare independent estimates of probable costs and financial impact analyses for potential change orders.
- Support claim analysis by quantifying financial damages related to delays, productivity loss, and cost overruns.
- Ensure compliance with NYCDEP contract requirements, industry best practices, and internal QA/QC standards.
Required Qualifications
- Bachelor’s degree in Engineering, Architecture, or Construction Management.
- Minimum 5 years of experience as a construction cost estimator, ideally on large-scale infrastructure projects.
- Proven ability to independently interpret design drawings and change orders, and prepare complete cost estimates without direct supervision.
- Proficiency with Sage (Timberline) and Bluebeam estimating software.
- Strong command of Microsoft Office Suite (Excel, Word, Outlook).
- Excellent written and verbal communication skills, with the ability to prepare clear cost documentation and negotiate effectively.
Preferred Qualifications
- Hands-on field construction experience.
- Certifications such as CCP, CEP, CCM, or PMP.
- Experience with NYCDEP projects, including change order and payment requisition processes.
- Expertise across multiple estimating disciplines (civil, mechanical, electrical, instrumentation and controls).
- Familiarity with digital estimating tools and a proactive approach to technology adoption.
